While much hinges on the success of this proposal, particularly policy changes (which are difficult and never a given), this proposal is very well thought out and detailed. The author has made a convincing case that if successful, this proposal would have a direct impact not only on the climate, but also on people's health, safety and general happiness in Rwanda. Like that this proposal connects education, policy and private sector realms and has benefits beyond climate such as job creation for poorer Rwandans. Plus, if successful, could see similar programs to this being adopted in other countries. This author is knowledgable and has created a very detailed proposal including the budget.

I learned a lot about the challenges and potential for waste reduction in Rwanda from this concept. The costs seem surprisingly low, but perhaps that is because I am used to comparable projects in the United States costing much more. The main critique I have is about trying to do too much. The effort to install and manage RBPs, and the effort to engage in public awareness seem challenging and worthwhile enough. Perhaps consider collaborating with another entity that has a focus on policy advocacy to make the goals more focused and achievable.
Formalizing waste management systems and the development of recycling regulations in Rwanda is a notable goal and sizable undertaking. The proposal, while strong, could use additional discussion of the roles of key stakeholders and details of the proposed awareness-building campaign.
Well thought out proposal with a good mix of educational, policy and economic strategies to solve this issue. If successful, could be replicable in other areas with similar challenges as Rwanda.

To reduce my tasks/activities to ensure effectiveness: From this comments, i have considered your advice to take only two main activities, namely installation and management of pilot RBPs and public awareness. The policy advocacy which also very crucial to ensure an enabling environment for waste business, I'm now contacting key public institutions to take this activity. in this regards I have contacted Rwanda Environment Management Authority (because waste is among key pressures to environment in urban climate and this project a strong mitigation measure to GHG emissions from waste to dumpsites); Ministry of Infrastructure (Because waste management is ruled by sanitation policy and this policy is developed by this ministry. Moreover, all waste management infrastructure is the made of this ministry. hence, this project will save the budget of the ministry by extending the life time of the dumpsites by reducing waste ending into dumpsite); Rwanda Utility Regulatory Agency - RURA (because it is the entity with the mandate to license waste collection companies and control their behavior. Companies also pay 1% of their turn over every year which is its main source of income to cover operations cost. So RURA has interest to help companies make benefit to be able to pay this 1%); Private Sector Federation (PSF), the chamber of Sanitation business (PSF is an umbrella of business entities and one its key responsibilities is making advocacy of its members on different issues including tax issues. therefore, it has has interest to advocate tax exemption for their sanitation members if the tax is an issue to grow the business) and the Kigali City Council (The communal dumpsite is management by the city council on daily basis and it accountable of any hazard linked to the management of waste to dumpsites. The city council has interest to support any initiative that can save their budget and efforts allocated to waste to dumpsites. besides, Kigali city is recording rapid urbanization and related population growth on a small hilly land. Hence, the city has interest in using wisely the land dedicate to dumpsites. and one way to achieve it is to reduce waste ending in dumpsites by optimizing recycling which is possible if waste is sorted at source). I have also met with the community of the forum of waste collection companies to help them in understanding their problem including tax issues and they have committed to raise the issues to RURA and the City of Kigali. For the awareness, to cope with my limited financial capacities, i agreed with the Kigali City council to organize campaigns using existing entertain initiatives of celebrities. This approach is also used by the city council for other purposes. I have also personally contacted two local celebrities in music (Knowless Butera and King James) and are the most liked in Rwanda. We have annual competition of celebrities in music which is finance by a Brewery factory (Bralirwa) and branded as "Primus Guma Guma". Ten selected celebrities make tours in all districts of the country playing live music to a big crowd and with free entrance. This gives chance to all regardless income level to participate which is an advantage for the project. Besides, many Rwandans, especially youth like football. We have different local champions and each district have a football team. At least every three months we have a starting competition and each club make a tour in different districts. For each match more than 1000 people gather in a stadium. I am now planning to contact Rwanda Football Federation (FERWAFA) to sign an agreement to pass the message on waste source separation on day of the match. There is also an emerging cycling competition which is organized two a year. Cyclist make tour all over the country accompanied by a many journalist from district to another and people gather on different transition. I am also planning to contact the national cycling federation to sign an agreement to pass the message at every transit site using accompanying journalist. The other discussed channels such as schools competition, parents night gathering as discussed remains also relevant.
