Judges'' comments
While the Judges felt this proposal was interesting, with some potential for aiding resilience against drought and water scarcity issues, they also felt it did not sufficiently address the early warning and action emphasis of this contest. It's possible it may be better suited to a future contest on the "Reshape" pillar of the A2R Initiative (www.a2rinitiative.org) that may launch at a future time, but encourage the authors to continue to revise their work before that time. The Judges expressed concerns about the cost of this approach, as well as issues of scalability.
