Judges'' comments
Getting rid of old infrastructure similar to prior initiatives to encourage replacement of old cars or proposals to get rid of dirty power plants to reduce acid rain. The challenge with latter was getting political agreement due to different interests of the states, and similar issues could well apply at international level.
