The proposal could show more awareness of the literature on cross cultural communication about climate change. California and Europe have used the argument of acting alone, and it has had some impact, but less than anticipated. European researchers have also looked at the first mover advantage of acting first on climate change, and their work has shown the impact is not huge. These latter two facts could be taken into account by the authors.
