Thomas L. Brewer is a Visiting Scholar at the MIT Center for Energy and Environmental Policy Research (CEEPR) and a Senior Fellow at the International Centre for Trade and Sustainable Development (ICTSD) in Geneva. He was a Lead Author of the chapter on International Cooperation in the most recent report of the Intergovernmental Panel on Climate Change (IPCC), and a convener of the E15 group on Measures to Address Climate Change and the Trade System, sponsored by ICTSD and the World Economic Forum. He is an Associate Fellow of the Centre for European Policy Studies (CEPS) in Brussels, and an emeritus faculty member of Georgetown University in Washington, DC. He has been a Visiting Senior Research Fellow at Oxford University in the Smith School for Enterprise and the Environment, and a Schöller Foundation Senior Research Fellow at Friedrich-Alexander University in Nuremberg, Germany. He has been a consultant to the World Bank, the United Nations Conference on Trade and Development (UNCTAD), and the Organisation for Economic Cooperation and Development (OECD).

He is the author of The United States in a Warming World: The Political Economy of Government, Business and Public Responses to Climate Change (Cambridge University Press, 2014). He is also author of an MIT/CEEPR Working Paper, “Black Carbon Emissions in the Transportation Sector: Problems and Solutions.” His current research focuses on black carbon (BC) as a climate forcing agent and the technologies and government policies that can mitigate BC emissions; the contributions of BC emissions and depositions to the Arctic warming emergency; and the climate change issues associated with the international maritime shipping industry, including policy issues at the local, regional and global levels. He has developed a proposal for an Arctic Black Carbon (ABC) agreement. He is co-author of a World Bank Discussion Paper (2016), “Carbon Market Clubs and the New Paris Regime.”
