Good objectives of promoting women leadership. However, just setting up centres without having required policy and legal support systems in place would not achieve desired impacts.

Convincing project based on a robust theory of change and clear action plan combining simple technologies, training and hands-on demonstration. The implementation plan is realistic with a first pilot location during two years and possible extension afterwards. The proponents have good networks and experience, with good contact with funders, that suggest good feasibility.
The approach seems too top-down, especially in reference to "Partners will work together to prepare a high-level business plan for successful operations and map out the requirements for a productive Center". How will the women running the centers gain ownership of the initiative? How will they be part and parcel of identifying needs, the selection of solutions, and evolving innovation?
The potential for scaling is strong, but as noted - dependent on trust within communities. Considering the minimal costs the project delivers good value for its innovation.
