Understanding is that Kiwaho Lab (the author) is seeking a partner coal or nature gas powerplant to implement a process to capture most CO2 from power plant high rise smokestack & build a parasitic soda + snow-melt embedded sub-plant. More than an innovative idea, it seems the evaluation of an investment for which the author could fund with other mechanisms.
The judges felt that more detail was needed on the actual plan of action, and more detail on the timeline, as well as the unique qualifications of the proposer.
