A very interesting proposal, but with a strong focus on assessment. For real impact, it would need to have a clearer vision on anticipatory action, and for that, buy-in of local stakeholders is critical. As presented here, the solution seems heavy on technology and foreign assistance, with too few references to how it will engage and result in action by local people, authorities and other stakeholders.

Please put more emphasis on how the proposed solutions plan to engage the wide range of stakeholders in ensuring the success of such a project, how the technical information will be interpreted and acted upon by the community etc.
While the Judges felt that provision of easily accessible and understandable risk information was an important ingredient of successful adaptation by a wide range of stakeholders, it was unclear whether their would be interest by government authorities, or how the concept relates to existing instruments. Without that clarity, they felt that feasibility was a significant question. In the end the problem is often not just a matter of the technical solution, but rather of commitment of key stakeholders, including to provide, and in this case also generate, the underlying data, as well as to adopt the tool in decision-making processes.
