Judges'' comments
The Judges would like to see greater expansion on economic feasibility of this proposal. Probably best to try to try to market it as a solution for one of the three uses (water storage, water transport, boat), and has the added value of emergency use for the other two.
Please elaborate more on the multiple use/benefits of the proposed solution.
