Please elaborate on the social aspects of the proposal i.e. how the project proposes to engage the local community and why the respective communities would respond to warnings generated by the proposed software. Please also elaborate on the scalability of the project, and pathway to implementation.

The Judges recommended focusing less on the IT emphasis of the proposal: The critical elements here are (a) buy-in from authorities generating formal early warnings and (b) collaboration with stakeholders that would need to help define thresholds (weighing lead time of warnings against level of certainty required).
