Judges'' comments


While the Judges felt this was a solid adaptation proposal, the focus of this contest was on early warning and action systems in response to climate hazards, and the Judges felt this proposal did not address that topic sufficiently to continue. While they appreciated the basis from the Sendai framework for DRR of the need to understand and monitor risks first, they also felt this contest was seeking transformative solutions in early warning systems which this proposal did not address.
