Dilemma changes in coastal zone due to climate change phenomenon drastically affect the marine resources and stakeholders of the community.




Global fisheries declining, aquatic organisms depleting due to habitat destruction because of the anthropogenic activities resulting to climate change that greatly alter the marine protected areas which needs to be addressed immediately. In the case of my country the Philippines, we have many marine protected areas which aid for the sustainability of the nation but the unprecedented volume of problematic marine protected area has increased tremendously due to climate change.

The project will focus on the coastal zone afforestation of problematic marine protected area to minimize susceptibility of the coastal zone and community to the impacts of climate change. This will also engage in the community-based resource management scheme in order to create an alternative livelihood to all stakeholders in the problematic marine protected area so that they will be the one who enforce policies and lead to protect and preserve the coastal zone. This will enhance ecosystem services function, return the ecological life support of the marine protected area at the same time the development of the area will be improved that will greatly help to lessen the climate change phenomenon. 

What actions do you propose?

As I observed in my country, we have many marine protected areas to sustain the needs of the present and future generation but the problem is those marine protected areas are mostly problematic due to natural calamities and lack of stakeholders cooperation that will result in  weak implementation of policies. Due to climate change coral reef colonies were raised upward by confined topography elevates and some seagrasses were died because they are longer submerged in seawater resulting in the exposure of significant brain corals, branching coral recruits, seagrass beds which serves as the important habitat of aquatic animals within the sanctuary, this scenario leads into bleaching of coral reefs and dried up of seagrass beds. The coastal zone afforestation will revive the problematic marine protected area at the same time the creation of community-based resource program to the stakeholders will be determined as there alternative source of livelihood. 

Who will take these actions?

The government will determine the law on the National Integrated Protected Areas Systems (NIPAS Act) together with the Local Government Unit (LGU) that will help to create the project. Academic institution will provide an extensive research on the economic valuation of aquatic resources and biodiversity conservation. The stakeholders will have trainings on the creation of resource management, environmental awareness and sustainable development. 

Where will these actions be taken?

The project will be done in the Philippines specifically in Punta Cruz Marine Sanctuary. This a very problematic marine protected area which the marine resources and stakeholders greatly affected with the massive changes of the coastal area topography due to a 7.2 magnitude earthquake happened last 2013. The shift in high tide mark results on elevation block of the reverse fault line about 50 meters resulting to exposed aquatic organisms externally to the shore and starting to exterminate. 

What are other key benefits?

The desirable outcomes of this project is to support and continue the ecosystem services of the marine protected area for sustainable development. The creation of alternative livelihood of the stakeholders will also upsurge and the community members will actively participate in the program and become the enforcer of the coastal policies. It is expected to generate a clear policy that will govern the people for the implementation, management, monitoring and evaluation that collaborated efforts to ensure project sustainability. 

What are the proposal’s costs?

This is a project that uses a financial efficiency indicator analysis of benefit cost analysis. The materials that is needed, the annual maintenance, the labor cost and other expenses will be analyzed using internal rate of return, net present value and conventional benefit cost analysis. The cash flow will be determined annually and the net revenues will be expected.

Time line

The project will be expected to become successful. In short term case it enable to have a capital budget which support the annual maintenance and labor cost but after that stage the expected proliferation and ecosystem services will be determined.  It will give protection for the people living in the coastal area for the strong storms, massive wave surges and other natural calamities brought by climate change. It will also preserve the marine aquatic ecosystems vulnerable to natural calamities and human induced activities. It will also attract more tourists and alternative livelihood which provided opportunities for recreation and source of funds. Lastly, it will effectively control the coastal erosion.
