Your proposal is well designed to address the specific concerns of the deaf community in cooperation with local authorities. It is also well anchored in the the DRRM approach for anticipating impacts. Further work in developing better links between the friendliness of preparedness FSL for disabled people and at the same time for the rest of the population, assuming that the messages are clear, the scope of the project can be widened to better inform preparedness measures against climate extreme events. The impact of such a proposal put deaf people at the forefront of testing and validation of a preparedness system that can benefit not only vulnerable groups but the wider population as well. In addition the proposal provides opportunities to scale up to other countries.

Please elaborate on the scalability of the project i.e. how it can benefit other marginalised people and communities as well as how it can be applied to help communities at large better anticipate climate hazards

It would be better to focus only on preparedness measures (including links with the early warning systems) and avoid the recovery phase. It would also need further work in developing better linkages between the friendliness of preparedness FSL for disabled people and at the same time for the rest of the population, assuming that if messages are clear for disabled, these can be better understood in general and thus increasing the relevance of awareness and preparedness measures against climate extreme events. Additional work should aim at increasing the impact of such proposal and putting the deaf disabled people in a role of test and validation of the preparedness system to be put in place, for the benefit of the broader population at risk.
