The CO2 emission impacts of EVs will vary with the power generation system in place. The proposal should at least acknowledge that and in principle also push for less CO2 emission electricity generation.
This appears very similar to activities already undertaken by the U.S. DOE. the DOE has a workplace charging challenge underway and the Alternative Fuels Data Center has links to most of the information you are proposing. There are a few interesting, unique ideas to promote EVs. I like the picture idea; early adopters are frequently motivated by the desire to be "green" and be seen having the latest technology, i.e, one reason why the Prius vastly outsold all other HEVs that were based on and looked like conventional vehicles. The cost is minimal and every little bit helps. Please keep up the work.
This should be easy to implement, I would have hoped for a bit more innovative ideas to promote EVs and charging stations, but well, we have to start somehow.
Sometimes simple ideas can be powerful.EVs are a key component in a comprehensive sustainable energy transition strategy. This pledge, if administered correctly, is a low-cost, high visibility way of increasing awareness to the public but also to the officials and businesses for the demand of EVs and the necessity of associated infrastructure. It complements the eRev proposal nicely.
The authors only proposed to increase the EV benefit awareness in order to increase EV diffusion. Therefore, they did not propose any real innovation. Moreover the EV diffusion is limited so far by more challenging structural problems which are not faced at all.
