Judges'' comments


While "energy efficiency at the building design level" is an important principal, how to develop the practice, change building design, construction and operational practices, convince finance of the economic benefit, are all complicated societal changes. It's a non-novel, and modest proposal without careful approaches to deployment and scale. The proposal leads with judiciary and government regulations enforcing the practices, rather than developing tools that integrate based on business sustainability and growth.
