I like the idea and do believe it has potential to spread the benefits of Energy savings performance contracts more widely to companies that don't have their own staff to manage them. I also believe this concept could have substantial impact, but the proposal does not go into sufficient detail to fully explain how this can be tested, proven and scaled up, nor does it fully elaborate the impact. More details could be shared on potential barriers, and on the market impact which would make this a more compelling proposal.
