It sounds feasible. But at the same time the lack of metrics to quantify the impact of absentee owners made the measures (e.g. the level the punitive taxes were set at) seem arbitrary and emotional. In general does putting others in the position to make arbitrary and emotional measures on our behalf based on what they believe our interests should be rather than empowering us to make decisions on our own behalf tend to work towards our interests?
