The proposal makes some great but well know points for easing traffic congestion in developing cities - removing obstacles from the road (illegal parking and street vendors) and bad driving behaviors and extending a public transit system. Nevertheless, the proposal seems to rely on the government having to act and does not offer a concrete approach on how to engage the government to do so. Important issues that is left aside are: (i) the rebound effect from increased road space, (ii) the possible improvements from switching to alternative fuels - e.g. EVs and NGVs, (iii) support for non-motorized or low-mass traffic (bicycles, tricycles, motorized boards etc.).
