In a sense, the shutter propeller is very similar to the human powered pole propeller:

It is wel-known of the minimal disturbance to water body by pole-propeller, no wave (caused by water angular spin energy), even no water kinetics (caused by back-push).

But pole propeller is still low efficient, because the acute angle between pole orientation and water surface. And shallow river or ocean bed is a must for feasibility, obvious impossible if water too deep.

Shutter propeller also no wave effect, though some water kinetics loss.

For submarine application, the lower disturbance, the better for military purpose so as to fool sonar, just as a burglar tiptoe sneaking, but diesel engine has to run at very low efficiency then very weak torque power at low RPM, thus rotary propeller can hardly run at sneaky speed.

While sneaking, shutter propeller can still have high efficiency and even more strong force to push water back!

I don't have enough money to apply patents in those countries with small market prospect, therefore, if anyone or entity in those countries wish take advantage of exclusive rights for your max profit, you can pay me small lump-sum buyout fee (negotiable, for example, a very tiny country may only charge as low as $5K) for locally registering patent with your name as owner and me as inventor, otherwise if nobody acts, then free to use for everyone without privilege of monopoly & royalty in those small-market countries.

Even a 4-leg animal walking mode is similar to this 4-shutter propeller X-mode, e.g, horse gait: 

All 4-leg animals can swim, e.g. polar bear, frog, and in exact same work principle with herein 4-shutter propeller, even never trained pigs can do.

There is no way 95% efficiency will be achieved with this system. That is a completely false claim. The mechanical losses alone will be 5%. Reliability/maintenance is a salt water environment make the design infeasible.
