The proposal would need to include tangible channels for disseminating messaging designed to motivate behavior change. The concept here is too abstract to consider supporting.
The multi-step model is an interesting way to understand behavior change, but the proposal could benefit from additional details about implementation beyond federal level government involvement. The connections to population growth efforts may also raise red flags among potential stakeholders.
It is true that there are many actions that are beneficial for both environment and individual finance. But each has their respective reasons or challenges why it is not taken by the majority. Maybe the proposal should address the specific topic that can be effectively applied by the proposed theory of change.
