Although there are some evidence of the effect of CO2 emissions on precipitation, enhancing rain through the reduction of CO2 emission seems to be a far-reach and a relatively long term, partial solution. A proposal which more directly tackles the rain enhancement problem would be more appealing.
I think this proposal is a bit out of context within the current scope of the competition.
