Comments:
This proposal focuses on the seeding material and in particular proposes LCD. The advantages and disadvantages of LCD are briefly mentioned above. This proposal may be combined with the other two proposals which focus on the material side of rain enhancement, making a unified and more impactful proposal.
The proposal seeks to implement the same method used earlier in Japan with some positive results. However, it doesn't do any basic analysis on such an approach would be feasible in a country like UAE.
