-Would combining this idea with some architecture concepts work? For example, designing high-rise buildings to achieve similar effects to that of mountains for rain enhancement? For this idea to become realistic, it will require significant iterations and development.

This proposal follows an unusual imaginative approach. It may potentially lead to rain enhancement, but the challenges of building mountains may be significant enough, making the feasibility of such a proposal, questionable.
I think the cost that will be incurred is underestimated by unimaginable scales. The idea has been studied before with an estimate that it will cost hundreds of billions of dollars to make manmade mountains that have to scale to influence rainfall. I did not understand how you got the number of $613000.
