-The UAS system here will require a good decision making algorithm to make the system completely autonomous. An ideal case would be to have an self operated system without the need of human intervention, that would make this proposal stronger.
-A lot of details are still missing, but the idea is worth pursuing.

This proposal is close in a way to the AI approach Mona proposed and there might be a potential of combining those two proposals in one, through an integrated system of AI and UAVs.

The concept is not novel. It is already being done in several places. It would have been better had you chosen the second point you wrote as the main thing. Choosing the right type of clouds and adaptively and estimating the amount of seeding material for those clouds is actually a very good research topic. But this might involve additional instruments which will increase the weight of the drones, which in turn will restrict their use. There are some ideas you should work on. For example, using ground based radar systems to scan the skies to detect candidate clouds and providing an estimate of seeding material. The information can then be relayed to the drones in real-time.
