An interesting approach in rain enhancement with few questionable aspects. Rain making bacteria is a unique approach and is directly related to farming and agriculture. Still the genetic engineering part of the proposal is not straightforward, but, nevertheless, the proposal is worth pursuing.

You need to study the wind patterns and see what would be the locations to cultivate the bacteria at reasonably higher altitudes so that the bacteria can be spread in the atmosphere. Also, health effects should be studied in detail.
