The fact that dwarfism is built into every mammal, if the situation became dire, we could turn on the dwarfism gene for one generation.

Summary

  Maybe a point of no-return will be reached in climate change, where there aren't any alternatives.   At this point I think dwarfism would be a very good option.

  I vaguely remember that the dwarfism gene is present in all mammals.  Turning on this gene could be very easy, as the code already exists in everyone's DNA.

What actions do you propose?

At least some research funding to prepare for this situation.  It could be a considered an international imperative, which could be funded by any number of nations.

Maybe the funding is disguised as research for enabling/disabling dwarfism, so it can be more appealing to discuss openly.

Seek funding for genetic scientists to develop methods of enabling/disabling dwarfism.
Seek funding for scientists to perfect the methods of delivering these solutions to the public.
Seek funding for PR people to prepare various media strategies for a handful of countries.
