Your description shows that the proposed Kenya's government is targeting a change in attitude of citizens; this therefore could be a practice but not necessarily a project. Since you are participating in a contest, I will like to suggest that you emphasize the role which you intend to play in ensuring that this practice is well designed and implemented in Kenya.

Great concept! All nations and all people really need to deal with the production of plastic products in comprehensive ways. One thing I really like that has become an industrial practice is the conversion of plastic waste into bricks for construction. That makes so much sense and could potentially eliminate the gross waste of plastic products that end up being burned, thrown into landfills or dumped into the oceans.

Good that you have listed the list of consequences that need to be considered and addressed following the ban of the plastic bags. Recycling all other PE and plastic packaging waste requires a more holistic program that starts by separating plastic from paper, metal and glass waste from households and industry. Only with that can the appropriate plastic recycling or reprocessing or degradation technology be effectively implemented.

This is a good idea and one that has so many beneficial aspects. I recently discovered on twitter a group called Bags in Trees that is proposing an app to help document and raise awareness of plastic bag pollution worldwide.
