Judges'' comments
This is an important project and could have a significant impact if broadly implemented, both on CO2 emissions and sustainable firewood use. The analysis of supply and demand for cooking fuels in Assam, modeling of potential benefits, and theoretical work will be an important and comprehensive analysis of problems and potential solutions. A larger question (beyond the scope of the proposal) is whether the analysis outcome can make a meaningful and sustainable difference to the ecology and economy of Assam.

Judges'' comments
This proposal's strength is the emphasis on both the demand and supply sides. More information on specific proposed actions including if this limited to modeling simulations of potential solutions or if there is an in-field implementation component would strengthen the proposal. Other issues to consider include further discussion of how a fuelwood plantation will reduce GHG emissions.
