The proposal has some interesting ideas, but I would like to see these presented more clearly and concisely. The authors appear to sometimes be writing about a very specific idea (wave energy or desalinization of water) and other times about a very general principle (reduce reliance on fossil energy) but the connection between these is not clear. To advance, the proposal must be much clearer, especially on feasibility and impact.
