Whilst the proposal is appealing in addressing a clear problem, it is very weak in presentation and unpersuasive and makes no attempt to collate other proposals. It addresses a symptom (algal blooms) rather than the causes of eutrophication. This will in itself cause a problem because, once the algae are killed, as is clearly stated "Decomposing algae can also cause depletion of oxygen and induce fish kills." No details are given on feasibility/testing/proven technology applications, nor on costs etc. Little effort seems to have gone into the proposal, which contest it should be submitted to and it is entirely unconvincing.
