Summary
Using effective policies such as local feebates to facilitate:
• Responsible handling of inorganic waste
• Emission cuts
• CO2 removal and safe storage
• Solar Radiation Management
• Increased Arctic snow & ice cover
• CH4 management & further action
Targets are set by global commitment. Decisions as to how best to achieve targets can be delegated to nations and further down to local communities. Where local communities fail to meet targets, that delegation is withdrawn and state fees are added to products sold in and coming from the respective area. Similarly, where a state fails to reach targets, national and international policies are implemented regarding that nation, such as fees on products traded with that nation, boycotts, etc.

Impact/Benefits:
What impact will these actions have on reducing greenhouse gas emissions and/or adapting to climate change?
The Climate Plan advocates - among other things - a dramatic increase in the proportion of energy generated from clean and renewable sources, which can more easily provide stable, robust and safe electricity in many ways, as opposed to nuclear or fossil fuel-powered plants which are vulnerable from many perspectives, e.g. in that they are typically centralized, meaning that all eggs are in one basket, while they can also have long supply and delivery lines. Clean and renewable energy is already technically feasible with today's technology and will over time only become more attractive, due to its numerous benefits, as also described, e.g., at the image at:

What are the most innovative aspects and main strengths of this approach?
Sam Carana's Climate Plan constitutes the most comprehensive and effective action on climate change. Complemented by responsible handling of inorganic waste, it constitutes the best way forward toward general sustainability. The Climate Plan calls for multiple lines of action, to be implemented in parallel and simultaneously. Together with responsible handling of inorganic waste, it is most effective due to the way the action is proposed to be implemented, i.e. delegation down to local communities where possible and preferably through policy instruments such as local feebates.

What are the proposal’s projected costs?
Instead of costs, there are huge benefits associated with implementation of the Climate Plan and responsible handling of inorganic waste. There are no economic nor technical reasons to delay implementation of this proposal. Instead of costs, negative sides or other problems there are numerous benefits. The challenge is to increase awareness that translates into the necessary political action.
