This proposal seems to be another attempt at referring to coal as something that can be processed in a 'clean' matter when we know that the question is on its comparison to other sources of energy (solar, geothermal, hydro, wind). The concept does not have any demand; there is no discussion on where the coal industry and/or a particularly country would be willing to adopt this approach. There are no costs nor benefits presented.
