The proposal present an alternative turbine design. It lacks a comparison in terms of efficiency and costs of the most similar turbines and a more detailed study.

This is an alternative design to generate electricity from water (river and wastewater). Hydropower and generation of electricity from wastewater is not new. Here, a new technology is presented but there is no comparison with existing technologies in terms of costs, impacts, efficiency, etc. It is impossible to see the potential benefits of this technology vis-a-vis the existing and proven ones that are also quite efficient (energy from wastewater and from sludge can be very efficient).
