When one assessing the feasibility and impact (not even considering costs, regulatory challenges, etc) it is clear that this is an idea and that moving this to implementation would be very challenging if not impossible.
Really different idea, but will need more persuasive presentation. And if this is a project, it needs to be more specific about who is going to do what part.
