The Judges felt the proposal could be made more clear.
The proposal indicates mitigation aims, carbon diluting, tree growing, etc, that are appealing. However, it only briefly mention carbon pricing as one of the ways to achieve them. The proposal should elaborate more on how pricing would be applied and why should tax revenue be earmarked to those options.
