Judges'' comments
Judge 1: Shadow pricing in procurement is an important step towards carbon pricing in the absence of a comprehensive economy-wide pricing system. The proposal is appealing although it could still be improved in terms of how it will be implemented.
Judge 2: I think this is a solution that should be tested. It is also seeking to work with willing states, building as it goes along - this is a good political tactic.
Judge 3: It is an idea worth spreading around the world, especially in developing countries.
