This technology already seems to be available through some existing suppliers. It is not clear, but maybe this proposal is for a product targeted at residential use? the advantages of this product over existing or foreseeable options is not made clear. The energy savings potential is not well documented in the proposal or the references. A key benefit not emphasized is the financial benefits from reduced absenteeism and illness of occupants. By increasing staff productivity it allows a business to achieve higher economic output per unit of energy - an 'energy productivity' improvement additional to the energy saving from cleaner HVAC systems, and a factor more likely to motivate potential customers than the energy saving alone.

Interesting product idea, but it is not novel- Johnson Controls already has UV-C disinfection light options on their AHUs. It is still unclear whether LED-based UV lights can provide similar levels of germicidal capabilities that regular UV lights can. In any case, the impact on greenhouse gas emissions through improving HVAC performance is unclear (need data to back this up!) ; benefits to IAQ are more defined. I would encourage the author to get into more details on the energy savings aspect.

Interesting idea, with potentially feasible implementation. It would be useful to have a few more details: what is the estimated energy savings impact? What percentage of mould, etc. is likely to accumulate, and over what time period within HVAC ducts and so what is the effectiveness of the technology to reduce this over a particular time period? What is the estimated energy cost of putting in the LED bulbs? Would it be possible to apply this in retrofits or only in new technologies?
