Your proposal brings a lot of "stay local" into the competition. 
Have you considered potential challenges that come along the practical use of such systems, that might counteract against the good intention and benefits?

Thanks for submitting the proposal, your idea looks interesting to me. From your concept description I was able to get only a high level overview of the idea but I think you can get into more details with a simple sketch and illustration, this will enable readers to connect and relate what you are trying to explain in the explanation. Also I didn't understand how you plan to generate heat from the waste collected.
