| While a universal national government-supported climate risk insurance scheme for pastoralists is a good idea both in terms of reaching the widest number of pastoralists and creating the most inclusive pool, the assumption that pastoralists generate sufficient tax revenues to sustain payment of the premiums, even with the proposed tax increase & subsidization mechanism, needs to be substantiated through basic tax revenue research before such a proposal could be taken forward. One key lesson that can be drawn from existing index insurance programming in Ethiopia (e.g. HARITA) is that for the scheme to be viable in the insurance market, more prosperous farmers need to effectively subsidize payment of premiums for those who cannot afford insurance. It would seem that given the land pressures which inhibit pastoralists from increasing the extent of grazing during lean periods, the combination of pastoralist with farmer insurance might be a more robust way to balance ability-to-pay across a wider population coping with the same risks through different types of livelihood. The idea to collect universal premiums while nesting payouts to aggregators is also promising, however in light of the above concern (pastoralists currently contribute very little to the tax base in Ethiopia) , further linkages to a sovereign risk instrument, such as ARC, could also be considered as a way to further transfer and smooth the financial risk of what is essentially a subsidized premium. |

I fully agree with all of your comments and suggestions you have forwarded to improve my proposal. Especially, your point to broaden the insurance base by including farmers together with pastorals is very important. I have also seen HIRITA project, ARC etc. Which will give me useful information to improve my proposal. These information together with Your comments have also triggered new ideas that important to improve my proposal.
