Em se tratando de uma proposta que tem como base a metodologia participativa da Política Pública denominada Projeto Orla, de pronto, gostaria de sugerir que o quadro que sintetiza o "arranjo institucional" proposto, inclua, também, o G:-GERCO como colegiado de apoio à Coordenação Nacional, posto que a junção do G:-GERCO ao CNRH vem totalmente ao encontro das premissas que embasam a metodologia do P. Orla, vez que permitirá a integração do ambiente fluvial e o ambiente marítimo da área a ser trabalhada.

This proposal deals with a current problem among developing countries. It’s refreshing to see the inclusion of the local population in a project like this. I believe that is extremely important to engage people to be conscious about environmental problems and make them be part of the solution.

Maria Rosa, Thank you for your support and commentary. In fact, it is a good proposition add the Group of Integration of Coastal Management (Grupo de Integração do Gerenciamento Costeiro) with technical support to National Coordination. However, it is important to observe that this addition must be done only in rivers with an estuarine region. Please give us more contributions!

Tania, firstly thanks for your commentary.One of the most important guidelines of the Riverside Project is the social inclusion. It is present in many steps such as in the efforts to guarantee the local society becomes aware and participates in the project meetings, in the proposition to the realization of meetings in local schools, in the realization of the public hearing with the essential task for approval of IMP, and others. In fact, the empowerment of the different sectors of the society is the key to the success of Riverside Project.

De fato, o crescimento populacional desordenado, assim como o aumento do consumo, têm contribuído para o incremento dos impactos e destruição dos recursos naturais. A falta de entendimento pela sociedade, de que os recursos naturais são finitos, induzem a um comportamento desastroso, e muitas vezes, que provocam danos irreversíveis. 



O Brasil possui uma legislação ambiental ampla, mas que torna-se falha ao permitir a utilização de recursos dentro da lei brasileira que postergam a punição dos responsáveis pelos danos provocados ao meio ambiente.



Urge a implantação da Educação Ambiental nas escolas, bem como a implantação de políticas públicas que incentivem e conscientizem a sociedade  na sua totalidade a uma mudança comportamental e valorização do bem público.



Não podemos mais estudar somente os problemas ambientais, mas usar o conhecimento para inspirar mudanças reais!

Raisa, thank you very much for your comment. Firstly it is necessary to say that many politicians, engineers, architects, economists, etc., need change old concepts. All of us need think how it is possible to adapt the city to the rivers and not the rivers to the city. Today the rivers are more and more artificialized and canalized. I have long been saying "we need to care our rivers how we take care of our health," because the rivers are similar to our arteries, essential to our lives. I think it is an important philosophical approach, with easy understanding for the population and it is present in others speeches, such as the book, Water: A Natural History write by Alice Outwater. She said: " Water is the blood of land - always in motion, from the rain to the mountaintops, through the forests and plains to the sea, and so to the clouds again." However, considering these speeches the question is: why our rivers are more and more degraded? Why new alerts about Global Warming and Climate Changes are relegated? Today the climate changes and its effects are described in many studies such as Davis & Diffenbaught (2016) and  Hanson& Sato (2016). Last but not least, why preventive measures are not implemented? We believe that an important part of the current situation is present in your comment "the lack engagement of people in the decision-making processes and the lack to more conscious about environmental problems too." However, to fight against the current situation, our proposal - Riverside Project - has the proposition an empowerment of the society making use of several tools, such as public meetings, public hearings, lectures in schools, among others actions.

Luiza, thank you very much for your comment. Nowadays questions about ethics, fairness and widespread participation are more and more important in our society. In a recent paper has written for an ASCE Congress on Palm Beach, we said: the growing degradation of watersheds observed in the Southeast region in Brazil indicates the current weakness in the preservation effort, and such weakness can increase by the recent climate change alerts. Thus, solutions to control this degradation will not be achieved only with the current management tools nor with the mathematical models increasingly accurate, or through works and interventions in an endless spiral in rivers and their banks. However, we said more. We said that we could implement new questions. We could also be appropriating anthropological studies that explain the growing degradation of watersheds and water resources. With the latest IPCC alerts, engineers should rethink the current mode of use, management, and monitoring of water resources. It is urgent an anthropological observation that takes part in the technical decisions of many problems that the engineering seeks to quantify and present propositions. It is important to observe the way the causes, effects, arguments, social behaviors, politics, and economics are intertwined, influencing and modifying engineering solution. Of course, we have some tools to control this degradation. In this sense, its is necessary to have more transparency in the decision-making processes, and one important tool in this process is the empowerment of the society and a robust, freedom and participative press. Well, we believe that the Riverside Project look at to these tools with careful. We believe that one of the master keys in our proposition is since the begin an extraordinary cooperation with the media and press. Look at our proposition! We listed some activities that will be done such as the divulgation of the project, and the widespread participation in meetings and public hearings. We also explain that some steps of our proposition could not be written because the site has a limit of words. One of this is the obligation that the municipality will have to contract an expert ( mediator) to conduct the meetings and the development of the Riverside Project. It is necessary to guarantee of the correct balance among different actors such as the public administration, citizens, NGOs, employers, and others.We will hope that we have been answered your question. Dear Michel, thank you for the contact. Firstly, we would like to say that we have a strong preoccupation with the protection of the marine space.The Riverside Project has many concepts that have its origins in ProjetoOrla. The ProjetoOrla appeared in 2005 to respond some challenges identified in the Brazilian National Coast Management such as the environmental degradation and disorganized urbanization of the area around the beach. With the main intention to control this degradation, the ProjetoOrlawas implemented by a cooperation between the Brazilian Ministeries Ministry of Planning; Ministry of Environment.This project has as the main area of preoccupation - the space between the isobath with 10 meters and the line with 100 meters (urbanized areas) or 200 meters (not urbanized areas) after the end of the beach. Currently, some initiatives such as the Riverside Project are being tested about the possibilities to introduce similar concepts in the river space and link the management in river areas with the management of the seacoast. In addition, it is important to say that the proposition to capture and storage carbon (A2R via Oceanic Resources Conservation/Adaptation (ORCA) Sea Farming Communities) is very interesting and it is in the same line of our preoccupations about climate changes, global warming and of course, the environmental degradation and correlate impacts on society.The future climate changes are one of our concerns. The theme will be present in our proposition and will be an important point in our future meetings with local stakeholders and in lectures at schools.

Dear Caius Costa,



As complementary information to the already said by Rosiany, it is important to say that we have a strong preoccupation about the disorganized urbanization and irregular occupation of riparian areas. We believe that it is necessary to give more power and knowledge to citizens.  We also believe that empowering society in the decision-making process requires them to have a fundamental understanding of what is happening and what will happen. Our proposition, Riverside Project, has an intense preoccupation with processes that could prepare the population against future climatic events and of course in the preservation of river spaces.

The disorganized occupation of public areas related to rivers can be prevented through this "Riverside Project". Besides, such project protects natural resources.At the same time, it has a social appeal as it involves local population, being able to promote participative development.
