EARLY PHASE DRAFT PROPOSAL


What actions do you propose?

(EARLY DRAFT)

A) Legal Level: This proposal adopts Alexander Gillespie's highly respected work, Conservation, Biodiversity and International Law, as the primary legal guide. 

B) Environmental Sciences Level: This proposal looks to the work presented in 1) Vulnerability of open ocean food webs in the tropical Pacific to climate change, 2) "Human-caused Indo-Pacific warm pool expansion.", 3) Post-glacial evolution of the Indo-Pacific Warm Pool and El Nino-Southern Oscillation (among other studies listed in the reference section).

C) Policy Level: This proposal uses the information provided within the document "Carbon Capture, Utilization, and Storage (CCUS): Climate Change, Economic Competitiveness, and Energy Security" as a realistic depiction of the current USG/international policy views on land based CCUS efforts. There are...no...current USG/international policy positions on marine based CCUS. The use of vast scale CCUS (carbon negative) marine biomass cultivation infrastructure provides the multipurpose tool needed to address a wide spectrum of biogeochemical needs beyond the production of biofuels, biochar, food/feed, etc. 

D) RDD&D Organizational Level: This proposal calls for a consortia RDD&D management as exemplified by the National Alliance for Advanced Biofuels and Bioproducts.

E) Long Term Economic Support Level: This proposal calls for the formation of a supra re-insurance social benefit (B) corporation for the following reasons:

- Insurance companies routinely require clients to do certain and specific things so as to limit the down side of selling the coverage. In the case of climate change mitigation and adaptation, the complexities and cost of reducing the hazards of climate change simply go beyond the ability of any one insurance corporation and each insurance company may have significantly different views on how best to reduce the local/regional/global hazards.

A supra re-insurance B corp. can establish global standards within the insurance industry concerning long-term and global scale actions.

- The supra would utilize the renewable marine resources found within the areas beyond national jurisdictions of the oceans to generate profits through the sale of water, bioenergy, biochar, food/feed etc., as well as it's clients fees, as the primary economic means of equalizing the the economic risks of climate change damage on a global scale.

- The profits generated by the supra can support the rapid and vast scale deployment of the carbon negative marine infrastructure(s) and provide reasonably stable returns on investments in the supra and do so over generational time spans. 

F) Global Biogeochemical Cycle Levels-

F.1) This proposal adopts the Anti-Claw Hypothesis. In brief, the rapid growth of the Indo-Pacific Warm Pool, as well as the recursive ENSO extremes, represents a near term and complex threat to a number of critical biogeochemical systems and human well being in general. As such, any overall priority list of climate change mitigation and adaptation efforts should give heavy weight to such atypical thermal ocean conditions.

G) Conclusion: This proposal's conclusion will present a brief road map supporting the ORCA farming communities RDD&D initial efforts.

 

 

 

 

 

 

 

 

 

Tier 1 'Anticipation' Suggestion-Public-Resource Computing:

The El Nino/Southern Oscillation (ENSO) produces complex and strong effects on the global climate and accurate prediction of the many components making up the ENSO is, as such, of global importance.

The Japan Agency for Marine-Earth Science and Technology (JAMSTEC)offers one of the most advanced ENSO super-computer simulation prediction abilities at this time. The ENSO prediction work of NOAA may actually be lagging behind JAMSTEC due to budget cuts concerning their monitoring buoy system.

Nonetheless, due to the vastly complex nature of the ENSO, achieving a robust scale of dedicated computing power is of a paramount importance and this proposal suggests that a 'Public-Resource Computing' based initiative be launched to augment such ENSO computations.

A potentially valuable synergistic benefit of engaging the public in this form of computation augmentation is the educational value of the effort may have on many levels of society up to and including the policy level.

Tier 2 'Anticipation' Suggestion-Benthic to Stratospheric Real Time Data Collection Network:  

At this time, there is no substitute for empirical/real time data collection networks to both guide and validate computational models and this proposal suggests that a fleet of scientific stations be established by a consortia comprising states, industry, academia, institutional investors, wealthy concerned citizens, and NGOs.

Although there are a number of space based imagining assets which can be utilized in a comprehensive data collection suite, being able to directly monitor conditions from the marine stratosphere, across multiple atmospheric factors, down to the benthic region can provide the computational modeling team(s) a real time high resolution 3-D data flow of a quality that is not available at this time.

"Reshape– The capacity to reshape development pathways by transforming economies to reduce risks and root causes of vulnerabilities and support the sound management of physical infrastructure and ecosystems to foster climate resilience."

Reshaping Habitation, Mariculture/Agriculture and Industrial Spaces:

If you asked the average person if they would enjoy living and working in a culvert, the answer would be a rather predictable 'No Thank You!' Yet the use of such basic structural elements for housing, agriculture, and industrial space use are currently being explored by a number of conceptual designers who are seeking an aggressive combination of qualities such as:

  • structural strength

  • rapid construction methods

  • affordability

  • built with sustainable materials

  • low to negative carbon footprint

  • built with a high percentage of post consumer material

To-date, the culvert-to-home conceptual and actual works are, without exception, land centric. The use of such shelter fabrication methods do not, however, need to be limited to land. Using this form of infrastructure in other environments, inter alia, riverine, littoral, and/or high seas, coupled together with hyperloop transport technology, represent a collection of known technologies which has the potential to help address many A2R needs, from the most remote mountain villages to the high seas deserts and all points in-between.

The Hyperlooped Oceanic Resources Conservation and Adaptation (ORCA) City:

Development of robust and integrated water, energy, nutrient nexus (iWENN) infrastructure design studies and solutions are critical at all levels of climate change planning. This proposal suggests that the easiest initial path to achieving a robust, self supporting, carbon negative, and scalable system of systems based iWENN infrastructure, is best found first in the Areas Beyond National Jurisdiction (ABNJ) marine space.

The ABNJ commons are largely unregulated beyond the IMO/ISA/CBD guidelines and thus architectural, engineering, and biomass processing trials can be started in little to no time. Transport to and from the ABNJ, as well as farm to farm traffic, can utilize hyperloop technology.

Protecting the coastal areas is a critical link between protecting the open oceans and riverine systems. 

Using a common technology mix, useful in all three primary provinces, inter alia, riverine, coastal, and high seas global STEM/economic/policy standards can create the lowest cost vast scale operations.
