The green power mission of INDIA envisages Low Carbon Technologies (LCT) and Carbon Capture and Sequerastration (CCS)

Summary

This proposal deals with an innovative approach (figure attached) of CCS in which the major issues of energy penalty reduction has been taken care of through use of Solar Steam GenerationIntrigating CCS with solar for reducing energy penalty


What actions do you propose?

The actions to be adopted for pursuing strategic mission for combating climate change caused by coal fired power generation are as under:

1.  India has declared to reduce its GHG intensity by 33-35% by 2030, we are planning to install 175GW renewable power by 2022 which will be 40% of our total power generating capacity  at that time (today’s level is 314,642 MW).

2.  We are contemplating to sequester 2.5-3.0 billion tones of CO2e through additional forest and tree cover.

    Thus, India is taking conscious steps in the area of CCS as under following stage wise program :

·         Stage-1:  CO2 Sequestration to selected species of Algae in Ash pond in the Power Plant area

·         Stage-2:  Sequestration to depleted Coal Mines for Pit-head Coal based power stations

·         Stage 3A:  Sequestration to basalt rocks& EOR as per site specific options

·         Stage-3B: For costal Power stations: CO2 Hydrate formation in Seabed sediments

·         "Innovative concept of  Energy penalty reduction through integration with the Solar Thermal is also an option for India"


Who will take these actions?

The steps will be taken by Power Generation Utilities like NTPC, State electricity Departments - GENCOS and Private power generation units like TATA , AEC, NLC, Relience etc.

In order to fund the CCS Projects and Compensating GDP Loss the following modalities will be required :

1. International Financial Assistance

2. Technology Transfer or

3. Through CDM and other mechanism

·         International financial assistance is still going through various stages of finalization and will still be a matter of debate in various upcoming COPs. In the recent COP green climate fund has been advocated .

·          

·         The CDM period was over in 2012. Therefore it is important to review the CDM in reference to Energy Sector which contribution to over 55% of CO2 emission and developing nation like India have to invest in a lion's share in this sector for building adaptive capacity against climate change. 


Where will these actions be taken?

 

INDIA and developing countries between tropic of cancer and tropic of Capricorn who can use solar thermal for steam generation 


What are other key benefits?

·         Carbon Capture and Sequestration (CCS) is one among these measures, being a collection of technologies that may be able to reduce GHG concentrations beyond what would be possible using other options alone. Carbon Capture & Sequestration would play an important role in reducing Green House Gas Emissions at the same time enabling low carbon electricity generation from Power plants. As for example CCS applied to a 500 MW unit, that emits 3 million tones of CO2 per annum, would be equivalent to:

·        (a)  Planting over 60 million trees and allow them to grow  for 10 years

·        (b) Avoiding Power related emission of 0.3  houses 


What are the proposal’s costs?

    Project economic cost:

        The total Cost of Carbon Sequestration plants on 30% of the Coal fired installed capacity is USD 1285 Million

    Negative effects:

     The cost generation from Coal fired Plants will increase marginally by about 5% 


Time line

   TIME SCHEDULE OF ACTIVITIES (SHORT TERM)

·         1 – 5 years :  CO2 Sequestration to selected species of Algae in Ash pond in the Power Plant area

·         5 – 10 years :  Sequestration to depleted Coal Mines for Pit-head Coal based power stations

·         10 – 15 years :  Sequestration to basalt rocks& EOR as per site specific options

·         10 – 15 years : For costal Power stations: CO2 Hydrate formation in Seabed sediments

·         Innovative concept of  Energy penalty reduction through integration with the Solar Thermal is also an option for India.

TIME SCHEDULE OF ACTIVITIES ( MEDIUM  TERM) –

·         Include CCS on IGCC Plants based on Indian Coals .

TIME SCHEDULE OF ACTIVITIES (LONG  TERM)

·         The long Term strategy is to go for Renewables, Hydro, Nuclear & Newer Technologies .
