Actually the proposal was revised substantially. The major revisions are, 

  1. Summary (Last section was added to give the sense that crowed sourcing can work in Nepal).

  2. What actions do you propose? (Added to images on process and contain of pre and post disaster information plus community empowerment section was added in action plan in order to increase the use and application of mobile application).

  3. Who will take these actions? ( Collaborating organization was added here)

  4. Where will these actions be taken? (Last section was added to link the current initiative on early warning system in Nepal).

  5. Budget ( Project budget was revised)

  6. Timeline (It was revised substantially

Very nice proposal! I have the following questions/suggestions: 

(1) Would it be possible in the Submit Report building block of the system to include reporting by flood prone communities of the loss and damage they experienced and the loss and damage that they were able to avoid by taking e.g. adaptation and/or preparedness measures? If this data can be collected at a sufficiently wide scale, it can be aggregated and potentially play a role in the loss and damage climate change debate as well as being useful for Forecast Based Financing and impact based forecasting and warning. 

(2) It will be worthwhile to seek synergies with and to benefit from what is (or is being developed) in the following projects:

  • The Risk Geo Wiki as developed by IIASA in the context of the Zurich Flood Risk Alliance, where the Wiki also makes use of the digitization of VCAs as conducted by Practical Action and IFRC. 
  • The TamTam App and Geospatial Dashboard for disseminating early warning, collecting feedback on warning effectiveness, local damage and need assessment during floods and pulling and pushing data to dashboard in both Bangla and English, as was developed by a consortium consisting of Cordaid, United Purpose, formerly known as Concern Universal, Deltares and partners, RIMES, MMS, Bangladesh Department for Disaster Management and Flood Forecasting and Warning Centre.
