Thank you very much for the time and effort you have put into your proposal. This proposal has improved considerably. It is now much clearer what CityInSight does and how it functions. You also clearly addressed some of the earlier concerns about how you collect and manage the data that is the backbone of your program.
However, there are still some details that prevent us from selecting your proposal for the finalist round.
The objective of 1000 cities seems to be a bit too ambitious, and the budget to support this project is quite big. You have explored many interesting issues, but the project would have been stronger if it would have been more concise.
We invite you to continue to develop your idea and keep up the good work. Thank you again for your participation in the Smart Zero Carbon Cities challenge.

Congratulations! Your proposal, ‘’1000 cities: Avoiding carbon lock-in and enabling a low carbon future.’’ in the Smart Zero Carbon City contest, has been selected to advance to the Semi-Finalists round.
As the Finalists selection is coming up, we thought to share with you some comments regarding your proposal, so you can have ideas and things to work on in order to come up to the next step with an even stronger submission.
This proposal outlines - at a very basic level - the approach already taken by international organizations such at ICLEI, UN-Habitat, and the C40. All these groups provide a variety of different support tools, inventory methodologies, and other resources that are shared with an expanding network of partner cities from around the world. Like you, their goal is to start with a small number of cities, and then to expand to increasingly large numbers of municipalities.
But you do not mention their work anywhere in your proposal. And, more importantly, you do not provide any concrete details on how your proposal will approach this work. You briefly mention creating a model of urban systems to better understand them and help in complex decision making. But you do not provide any detail on what CityInsight is, how it functions, or the kind of data needed to make it function.
Looking at the CityInsight website though, you clearly have this information. And the CityInSight platform appears to be a powerful tool that fits perfectly within this competitions focus on "Smart" approaches to decarbonizing cities. For that reason we are moving you forward to the next round.
But we highly recommend that you next version of you CoLab proposal focus much more clearly on the CityInSight tool, how it functions, and how it can be used to support your goal of decarbonizing 1000 cities. A related point is the fact that the CityInSight tool will not do this work by itself. There clearly needs to be a program in place to help spread the use of the tool and support cities in learning to use it and integrate its recommendations into their planning processes. It would also be good to elaborate on the specifics, i.e. how concretely the project will meet its own goals. Little is learn about CytySight itself, its technology, its different strengths, etc. At one point, it is mentioned that the cost would be round 350 000$, yet this is hard to assess since no specifics are there to support such claim.
