The judges felt the proposed actions are still too vague, and that the budget seemed out of sync with the scale of proposed activity. They also would have liked to see more specificity on the potential emissions reductions to allow meaningful assessment of impact from proposed activities. A good proposal but not clear how to move from these findings to full scale implementation.
