Thank you for your proposal. The proposal suggest a regulatory change in USA from a feed in tariff to PPA schemes. It has to be noted that the mechanisms presented are already present in some countries, sometimes with a different combination. However pros and cons of the different schemes both abound, and often the analysis can be very complex.

Before the next evaluation round, please address how this proposal enhances what is already available in various regions (i.e., Power Purchase Agreements and feed-in tariffs). What is the main innovation? Buyer of last resort? How might you structure an initiative to investigate the pros and cons of rate / payment mechanisms?
