Additional comments:

Looks like a duplicate of: http://climatecolab.org/contests/2016/energy-supply/c/proposal/1331530 The marine communities the proposal references are better topics for submission. The refugee and jobs angle fits better with those. Using a hyperloop to get to the marine environments is novel, but the hyperloop is just now in technology feasibility evaluation on land. Adding the complexities of marine construction & maintenance only pushes the development time out more years. Since the refugee crisis is happening today, there is a timeframe mismatch. The proposal is better under the energy supply category or other ones, as it looks like this has been submitted many times.

There is disconnect between global climate adaptation challenges and the suggested solutions. The Hyperloop One Challenge is more geared focused towards transportation solutions rather than a ‘one stop solution’ for all of humanity’s woes.

All the best

"a ‘one stop solution’ for all of humanity’s woes."??? I find this characterization of a multifaceted proposal, that is clearly built around known STEM, to simply be a non-constructive waste of time, if not being flat out childish. Really! How Old Is This Judge???

And yes, I will put my name to my comments,

Michael
