This is a very well drafted proposal with good analysis and linkages. However, the proposal is mainly based on the ‘potential benefits’ of glaberrima. The participating farmers will be taking a large risk going for something new. The ‘note on market and sustainability’ is about the need to have more rice not particularly for glaberrima; and the markets in the USA is an assumption. What are the measures for risk management in the case of crop failure or lack of an appropriate market for the produce?

This is a good approach to food production problem, GHG issues, and enhancing native crops. Like the gourmet angle in the US to encourage trade, as well, provided the rice meets local needs first. This has significant potential for direct benefits, is a novel proposal, and well developed ideas.
