What should be the United States' plan to address climate change?

This contest seeks broad, coherent visions for what the United States should do about climate change. Proposals in this contest combine proposals from other Climate CoLab contests (both current and past) to develop integrated plans that include all sectors of the United States' economy: energy, transportation, industry, buildings and others. The plans also include estimates of the overall greenhouse gas emission reductions that would result from the proposed actions. Plans will be evaluated on how well they bring different proposals together to articulate a comprehensive plan for how the United States can effectively address climate change.
