-No revisions were made in response to the last round of feedback.
While the policies advocated may have great merit, no concrete proposal has been made regarding how to influence public attitudes or activate public engagement in support of these policies.
-I'd certainly love to see the policies described come into being, but don't see a viable solution in this proposal.

Your proposal is thoughtfully written with intriguing elements. The judges applaud the focus of your proposal, leveraging the power of government policies to shape people’s behaviors and attitudes. There are some concerns about the political acceptability of revenue neutral or “change what we tax” approaches in the current American environment. The judges suggest that you write your proposal more clearly and with more details overall, to help readers understand exactly what is being proposed.
